AFFORDABLE HOUSING REDEVELOPMENT

1330 7th Street, Washington, DC

The 1330 7th Street project is a 136 unit affordable housing community that was acquired and redeveloped by a nonprofit and tenant association partnership. This property was to be redeveloped into market rate housing in the Northwest region of Washington, DC. Through the Tenants’ First Right Laws, the team was able to purchase this property and keep it as affordable rental housing for the existing tenants to manage. 

The over $20 M project included significant physical redevelopment and upgrades to the property, the preservation of Section 8 operating subsidy, Section 236 operating subsidy and the investment of new financial tools including Low Income Housing Tax Credits, soft debt from the DC Department of Housing and Community Development, and Tax Exempt Bonds via the DC Housing Finance Agency.

Ms. Stroud, while working with another firm, worked closely on the development of a relocation plan for tenant-in-place construction in coordination with the contractor. Ms. Stroud also worked on the redevelopment of the retail portion of the low income housing tax credit project in a changing DC marketplace. The changes in this area have spurred additional redevelopment as the property across the street has been repositioned with a major mixed use project including a grocery store.
